Organizational Meeting

Outgoing Chair Mike Kortan called the meeting to order and led the Pledge of Allegiance. Following the Pledge, Fiscal Officer Kevin Cihan opened the floor for nominations for chair. Kortan nominated Trustee Anna Mae VanDerHoeven, who was elected by roll call vote. VanDerHoeven called for nominations for vice chair, and Kortan was elected to the position. The board assigned various community and county roles, and agreed to annual membership in the OTA and PCTA. A resolution to conduct Nelson Township meetings in compliance with the Open Meetings Act (Sunshine Law) was adopted. After ongoing discussion, the trustees voted to meet monthly instead of bi-monthly for 2024. They will meet again Jan. 17 to better prepare for monthly meetings.

Regular Meeting

The meeting minutes from Dec. 6, 2023 were accepted into record, and bills and wages were approved as presented.

Zoning

Jackie Kable reported that she had sent a zoning violation via certified mail to Tracy Engler for illegal camping but had not gotten a confirmation receipt. Kable also reported that representatives from the fire, zoning and health departments were gathering at 9 a.m. Jan. 4 to inspect a blighted property. A sheriff will accompany the group. The trustees voted to remove the Turos’ properties from the potential demolition schedule for 2024 – one of the Turos’ homes in question was built in 1815 and is believed to be the oldest home in Nelson. VanDerHoeven asked a resident in attendance identified as Nicole about an ongoing noise complaint due to an extended camping situation. Nicole granted Kable permission to photograph the offending property from her yard.

Community House

Sandy Huzl reported a scheduling conflict between two groups of people at the Community House on Dec. 24, 2023. One of the groups had completed paperwork and paid a deposit. The other group had inquired earlier but had not filed paperwork or submitted a rental deposit. Huzl reported repairs necessary in the house, and VanDerHoeven asked that she compile a list since grant monies have been earmarked for improvements to the Community House, including ADA compliance.

Roads

Chuck Vanek suggested adding a new mower, a rotary compressor, and a washer and dryer to the itemized insurance policy.

New Business

Trustee Joe Leonard reported that a representative from Parkman had reached out to him regarding road maintenance in the summer of 2024. Nelson has assisted Parkman in previous years. No decision was reached following a brief discussion. Kortan shared a NOPEC Community Participation grant opportunity in the amount of $1,000. The trustees voted to pay the bills, and the meeting adjourned at 8 p.m.
