Summary

Safety Committee Meeting

Chief of Police Tricia Wain presented several purchase ordinances that were all approved to be added to the regular council meeting agenda for a vote. The department requested approval to purchase and upfit three new police cruisers, 2025 Dodge Durangos, for a total of $196,972.78. This expense was planned in the 2025 budget. Wain also requested approval for funding to train, house and purchase miscellaneous supplies for a new K-9 unit to replace the one that recently passed away. The total expenses will come to $20,000, but this amount will be reimbursed by the department’s insurance due to the loss of the previous dog. Services for the new K-9 will be provided by Shallow Creek Kennels. 

Service Committee Meeting


An ordinance to amend building permit fees was removed from the agenda. Planning Director John Cieszkowski Jr. discussed amendments to the Shady Lake development plan to accommodate a proposed Chick-fil-A on state Route 14. The city revised the IDP map and will work with the possible restaurant owners to update the deed restrictions so that the project can move forward to be approved and later issued a zoning certificate. An ordinance to amend the development plan was approved to be added to the council agenda.

Service Director Bill Miller Jr. explained that the city needs to spend $38,980 for the removal of the existing lifts and installation of two new lifts for the service department. The request was approved to be added to the full council agenda. 

Law Director David Nott presented new legislation that would allow the city to enforce rules and handle misconduct at the city parks, especially the upcoming splash pad facility. After changes proposed by Councilman Steve Michniak and Mayor Glenn Broska, the final ordinance stated that people shall not knowingly conduct themselves in a way that breaks park rules and parents shall not knowingly permit children under the age of 15 years old to be unsupervised at the new splash pad facility. This is due to concerns about property damage and the children’s safety. The ordinance was approved to be added to the full council agenda. 

City Engineer Justin Czekaj updated council that Campbell Lane is almost ready to be dedicated to the Hannum Crossing subdivision. This item was moved to the full council agenda. 

HR Manager Shawna Lockhart-Reese presented the list of annual parks and recreation vendors for approval. This item was moved to the full council agenda.

Regular Council Meeting 

The minutes were approved for the April 28 meeting. 

Fire Chief Robert A. Reinholz explained that the department was currently finishing up inspections and house cleaning, and that the new engine is now in service. The department is also currently interviewing candidates to replace an employee who is retiring after over 20 years. Reinholz added that he and the mayor were going to the elementary school to read to students.


Wain reiterated her excitement about the department’s new K-9 that will be arriving soon. She was particularly impressed by his temperament and said she is confident he will be an ideal dog for interacting with the community because of his patience with people touching and approaching him. She also said the department is hoping to replace their second dog at the end of 2025. 

Finance Director Matt Miller said he is working on the 2026 revenue tax budget and will have more information to present at the next council meeting. A new intern, who grew up in Streetsboro and just finished his freshman year at Ohio University, will be working in the department this summer. Matt Miller welcomed back Clerk of Council Caroline Kremer and commended Bridget Pavlick for filling in during Kremer’s leave. 

Service Director Bill Miller Jr. provided some updates. The department is finishing up several road repairs, and Ferguson Road should be completed during the week after Memorial Day. 

Czekaj said that work on the new splash pad is nearly complete, and he hopes it will be ready for the public by Memorial Day.

Ordinances were passed to do the following:

  • Purchase three 2025 Dodge Durangos for the police department for $196,972.78
  • For $20,000, purchase a new K-9 and pay for housing, training and supplies from Shallow Creek Kennels
  • Approve an amendment to the Shady Lake subdivision to expedite the proposed development of a Chick-fil-A
  • Purchase and install two lifts in the service garage from Automotive and Industrial Solutions for up to $42,000
  • Amend rules for conduct at city parks and recreation facilities to allow ticketing of offenders who knowingly break rules and prohibit parents and guardians from knowingly allowing children under the age of 15 to be at the splash pad without adult supervision. This will go into effect when the splash pad at the city center opens
  • Accept the dedication of Campbell Lane for public use
  • Authorize the Parks and Recreation Department’s annual vendor list for materials and supplies

Mayor’s Report

Broska said that Monday, May 19, the new director of Parks and Recreation will be at the City Council meeting. 

Work on city hall is moving along at a good pace. The inner interior walls have been put up; brick is going up in some areas. He expects the project to be finished around late December or early January.

We went to the payroll system, I probably could list multiple areas that she is helped out with. And it’s nice when you can have somebody like that to fill in for as long as she’s filled in.
