Documenter’s Notes

Following the Pledge of Allegiance, the evening’s agenda was approved. Trustee Chris Diehl reported on the installation of a well pump at the fire station and made a motion to approve the payment of $2,064 to Carroll’s Well Drilling.

Departments

Chair Tim Pfile read the road report submitted by Road Supervisor Kevin Biltz. The road crew caulked windows at Town Hall, installed new tires on the 2000 International Dump Truck, replaced the auger motor on the same truck, undercoated the trucks, installed a new stop sign on Porter Road, replaced furnace filters and cut trees in the park.

Fire Chief Jesse Baughman reported 43 total calls for the month of November: four fires, 26 EMS with 21 transports, 10 motor collisions, and three service calls. The department provided mutual aid 20 times and received mutual aid twice. Baughman reported 457 calls for the year compared to 386 in 2022. Jacob Michaels achieved firefighter/EMT basic status and was congratulated by the chief. Scott Simmons offered to help Baughman work on grants. Baughman asked the trustees for approval to seek the ODNR 50/50 matching grant up to $10,000. A motion was made and approved to seek $5,417 in pursuit of the ODNR grant. Baughman notified the trustees of an upcoming AFG grant to buy equipment to refill fire extinguishers in the amount of approximately $70,000. He suggested hiring a grant writer. The trustees approved an expenditure of up to $1,000 to pursue an OTAMA grant. The trustees also approved the expenditure of $2,013 for the purchase of tires for the road department.

Rhonda Lipply of the zoning department issued one sign permit and one building permit for new construction in The Highlands. She reported that an unspecified blighted property was now in bank possession and expects clean-up to progress.

Fiscal Officer Bill McCluskey provided financial reports, purchase orders and invoices for payment. The trustees voted to proceed with a renewal fire department levy resolution in 2024. McCluskey asked to reappropriate $50,000 from Other Expenses to Salary to cover fire department salaries through March.
