Chair Dan Burns called the meeting to order and led a crowd of 10 citizens in the Pledge of Allegiance. Minutes were approved. Expenditures and other financials were unavailable due to an internet outage at Fiscal Officer Casey Timmons’ office. Burns gave Windham Village Mayor Mac Cunningham the floor. Cunningham reported that block cameras have been installed at the corners of Horn and Wolfe as well as Parkman and Wolfe roads. Cunningham and Burns reiterated that these will not be used for speed or other minor traffic violations or in conjunction with facial recognition software.
Cunningham also alerted the board and attendees of two events: Fun in the Sun, a community celebration with fireworks and more that is slated for July 20, and a joint village and township clean-up weekend that is scheduled for April 26-27. Burns ordered five roll-off dumpsters for trash and the county is providing one for tires.
Roads
Road liaison Brian Miller delivered good news: The township successfully filed a Lemon Law claim against a Ford plow truck with the help of Fairway Ford. The vehicle has been out of commission for several months. Ford Motor Company will issue the township a full refund within five days. Miller then detailed his search for a ditch mower. All estimates hovered around the $50,000 mark, with an 8-18 month lead time. The trustees took no action.
Cemetery
Winter clean-up is scheduled to be completed by April 1. Vice Chair Rich Gano laid out the planned indigent sections, providing 34 plots, plus an additional 32 gravesites for regular burials.
Zoning
Jake Sweet received an ag exemption for a pole barn on Wolfe Road. He issued permits for accessory buildings on Bryant Road and one on Gotham Road, and a house permit on Parkman Road. Sweet reported multiple complaints about junk vehicles and will begin enforcement. There was discussion about a property on Route 303 that has been condemned. There are taxes owed on the property. A man in the crowd named Noah asked for the township’s help in cleaning up the property. Noah’s son and grandchildren live on an adjacent property. Township clean-up is only allowed within 30 feet of the center of the road. Other residents complained about the abandoned property being used as a firing range.
Fire
Burns reported a year-to-date total of 122 calls. Monies from the tax levy passed in 2023 will arrive in April. Burns is presently unsure of the total increase in tax funds, but the money is earmarked for fire department raises.
New Business
A public hearing is scheduled for 1 p.m. Sunday, March 17 regarding substandard lots. The trustees fielded a question from the audience regarding the township’s plans to honor Bill Isler, a recently deceased, longtime resident who invested much time and many trees to the Windham community. There are no plans as of yet, but the board shared a number of anecdotes about Isler’s contributions.
