The ordinance also requires an application fee and proof of a performance bond to make sure the company will pay for any damages they may cause. This ordinance was put to a vote and passed unanimously.
Councilperson Nate Mucha has been researching a service that would allow the village to send mass texts to notify residents of public meetings, when to move cars for snow plows and other time sensitive events. Nate Mucha will schedule a demo of the service for March. The current service plan the council is considering would cost around $300 a year and allow for 30 texts annually before extra fees, but they may select a more expensive plan to send more messages.

Village Finances
Amy Mucha presented the village’s financial and bank statements. The bank reconciliation balance was $233,800 and checks totaling $12,900 were signed to be sent out to pay bills. Amy Mucha added there has been no recent use of the village’s credit card. She also went over the cash summary by fund, revenue and appropriations. She is almost finished wrapping up the bookkeeping rollover from 2024. She also told the council that she has created new appropriation and revenue account codes to improve the financial spreadsheets.
Attorney Mike Kenny agreed to look into whether finance documents can be publicly posted on the village website instead of the newspaper.
The motion to accept the financial reports was passed unanimously.
Amy Mucha then presented a more detailed report of the village’s bills. $29,006 was owed for the month of January. A large percentage of that amount is from Bowers Lawn Care for plowing snow and spreading salt on the roads. Council looked over the detailed invoice from Bowers Lawn Care for the month of January, then unanimously passed a motion to accept the bills payable.
Amy Mucha went on to explain that the village’s appropriations will need to be adjusted to make up for missed payments in 2023 and 2024. She was recently informed that the village still owes $11,786 for ambulance services from the second half of 2023 and $1,892 to Rumpke for two missed payments caused by an issue when enrolling in automatic payment.
A resolution to change the dollar amounts in the appropriations was added to the March meeting agenda. 2025 appropriations will be adjusted to account for the change because Amy Mucha was not informed of either amount owed until after the books were closed and finalized for the 2024 financial year. After the February meeting ended, Coffee signed the checks to pay the outstanding bills.
Public Comments: Trash Service
Council took time to listen to a resident couple speak on issues they have had with Rumpke’s trash pickup service. There were a few incidents where their cans were not picked up. The homeowners pointed out that they could not have been mistaken for recycling cans because they do not have recycling cans and their trash cans also do not look like recycling cans. They are also concerned that pickup for large items, such as cardboard boxes, was simpler when trash pickup was provided by Kimble in the past. The residents suggest ending the contract with Rumpke early.
Coffee explained that he has voiced these complaints to Rumpke himself and, as a result, an auditor was sent to follow the truck last week. Coffee said that other residents have reported issues, but now that he has spoken to the company directly, the quality of service has improved. He also explained that per the village’s contract with Rumpke, they must pick up any cardboard box smaller than the bed of a pickup truck and for other large items like appliances or furniture, residents must call ahead to arrange pickup and pay a fee.
Traffic Committee Report
Coffee has been in contact with the Ohio Department of Transportation to work on getting the speed limit for the portion of SR 43 lowered from 45 miles per hour to 40 miles per hour, both northbound and southbound. This would make the section of the road consistent with the portion to the north owned by Streetsboro, which is set at a speed limit of 40 miles per hour. Village Solicitor Eric Fink has also been researching Ohio Revised Code relating to the issue.
There was an accident that resulted in one death in that area in 2024, and there have been several other accidents over the past few years.
There was some discussion between Coffee and ODOT about whether Sugar Bush Knolls or Streetsboro owned that portion of SR 43, but ODOT and the village believe it is likely owned by Sugar Bush Knolls due to contracts that state Sugar Bush Knolls is responsible for maintenance. If it is owned by Streetsboro, Coffee has had discussions with their mayor and has been assured they would cooperate and lower the speed limit. ODOT is researching who owns the section of road, and an official decision cannot be made until they have a definite answer.
At the council’s recommendation, the mayor will reach out to the Portage County Sheriff’s Office to ask about the possibility of having a deputy stationed in the area to discourage speeding or provide a trailer warning drivers to slow down. If the speed limit does get reduced to 40, Coffee also agreed to look into getting a flashing sign to get the attention of drivers who may not be aware of the change.
Village Violations
The council has had reports of cars being illegally parked on the street overnight, which could cause issues for trash, salt and snow plowing trucks in the mornings. In the discussion of possible solutions, it was agreed to look into whether or not the village can have them towed, and they also considered the possibility of creating tags to warn violators that they will be towed instead of towing them for the first offense. More research will be done to find out what actions the village has the authority to take.
Don Bishop provided an update on the Jacobs Lane storm drain having issues. He said Fink is leaving the drain alone until the ground is no longer frozen. Another council member reported that there are drainage issues after it rains, so someone will be checking to see if there is any debris that needs to be cleared.
The Ridgecrest snow piles issue has been resolved.
One home on Lake Martin Drive has an old appliance that has been sitting outside and the resident is believed to have moved out of state. Several council members agreed to help John Palik load it into his truck after the meeting to remove the eyesore from the neighborhood.
The village will also contact another homeowner on Lake Martin Drive about ladders that have been propped up against the home for over a month. They need to be put away.
After an inquiry by a family doing renovations, the village learned that property owners do not need to get reapproval from the planning commission to replace swimming pools or sheds as long as the new construction has the same colors, size, location and shingles as the previously approved project. The council would like all property owners to be aware of this.
The village also agreed to contact another homeowner on Lake Martin Drive about code violations creating an eyesore. More research will be done to determine specific violations and the property’s past history of issues.
Palik says that there have been a lot of geese around lately because the village’s lake is one of the only ones in the area that is not completely frozen.
Fire and EMS Services
There were 16 calls for service in 2024, five for fire and 11 for EMS. In January 2025, there was one call, which was cancelled before emergency services arrived, but the village will still be billed.
Coffee had a discussion with Streetsboro’s mayor to see what the cost of their emergency services might be. He will give them the current numbers of calls to get an estimate. These are just exploratory conversations; neither a decision nor financial details are close to being reached.
The village is also considering the eventual possibility of a fire and EMS station on the corner of Lake Martin and 43, but this idea is in the early stages and requires more discussions and research.
Fiber Optics Cable Ordinance
2 different companies are looking at installing fiber optics cables in the village. Because of this upcoming work, a resolution was drafted that would apply to all utilities and services seeking projects in village limits. Council reviewed language for the resolution named 2025 Right of Way Ordinance and made several changes. The final ordinance said that any utilities or services looking to build in must submit an application to the Sugar Bush Knolls Planning Commission. The application will require:
- Stamped drawings by an engineer or surveyor of the location.
- Statement that applicant is responsible for damage to village property.
- Proof of license to perform the work.
- Proof of bonding or insurance necessary to complete tasks to be performed and remediation of any damages caused.
- Application fee of $500.
If installation is below ground, the application will also need to include whether roads will need to be closed and for how long.
The council discussed how much insurance to require for the work to be performed in case the companies cause damage to private or village property during construction, such as streets or lawns. Kenny said he will discuss this further with Fink. The council agreed that companies must provide a $100,000 performance bond to the village.
The 2025 Right of Way Ordinance as amended was passed unanimously.
Village phone number
Nate Mucha has been researching mass texting services for the village and found one that would cost about $300 a year and allow the village to send about 30 text blasts to residents a year with fees for additional texts. The phone number would not have the ability to make or accept calls. Coffee said he would like a plan that allows the village to send more messages so they can keep residents updated on meetings, when cars will need to be moved for plows and other timely issues. Nate Mucha will research other plans and their prices, and he will also be scheduling a demo with the company for March to better understand how the service works. Signing up for this service will save time for the village clerk/treasurer.
Nate Mucha is also researching a camera for the village shed.
Money for both of these projects will come out of the COVID fund.
Committee assignments amended
Nicholas Jordan agreed to remain council president.
The Finance, Budget, and Long-Term Budgeting Committee did not change. Amy Mucha will remain the chair, and Coffee, Elizabeth Hartley, Jordan, and resident Chuck Keiper will be on the committee again this year.
Palik will remain the chair of the Lakes and Grounds Committee.
Bishop was appointed as the new chair of the Roads and Traffic Committee and Hartley and Brandon Beeson remained members.
Coffee agreed to stay as the Planning Commission chair and residents John Guidubaldi, Alan Ambuske, James Beal and David Hall will serve on the commission again, alongside Amy Mucha. Jordan was added as an alternate member.
The Records Retention and Storage Committee roster did not change; it is still Amy Mucha, Coffee and Palik.
Nate Mucha remained the chair of the Website and Communications Committee, Hartley and resident Amey Park were removed, and Coffee will remain on the committee.

I can’t even understand how they’re not picking these up, because it can’t be even confused with recycling, because we don’t even have a recycling can, okay? Once you have Kennedy road coming south on it turns to 45 for about half a mile or so. And then when you hit the edge of right before you hit the village, it goes to 35 but we’ve gone from 40 to 45 and then back down to 35 and less than a mile. It doesn’t make any sense. So then when you’re coming northbound out of Twin Lakes, you’re 35 miles an hour, and then jumps to 45 on the streets portion right there, going up the grade, and then after you press the hill, it goes to 40 again. So I asked for a consistent speed through there, and asked for the speed limit reduction signs to be erected so that people see that. And we’re waiting for a response back. They had to do some research, just so you guys know, it’s in the works. And I also reached out to the mayor of Streetsboro, Glen Brock, and had a conversation with him. He indicated that if we have to do a traffic study, they would work with us on that. He’s all about reducing speed through their making consistent for safety reasons. He was well aware that that occurred in that area, so he’s on board with us. He I told him, after we got some concrete information from ODOT, that we would try and coordinate with the city and do something together to get that accomplished, if, for some reason, they come back and determine that all of 43 is streets broke for some reason, then it’s real easy, because streets broke in that area, because it’s another municipality.
