City Council Organizational Meeting
Mayor Glenn Broska called the meeting to order at 7 p.m. Council Member Lisa McDaniel opened the meeting with a prayer of invocation, followed by the Pledge of Allegiance. Following roll call, Council Member Steve Michniak was nominated to serve as council president. There were no other nominations, and Michniak was elected by roll call. Outgoing Council President Jon Hannan was nominated and elected to serve as vice president. Michniak assigned council members to their committees for the upcoming year. There was a brief discussion about procedure should Hannan be called up to active duty in the military. Law Director Frank Beni is looking into the matter.
Safety Committee Meeting
Canceled due to lack of business.
Service Committee Meeting
Council was presented a draft of the new city logo before moving on to new business. All new business was moved to full council except a liquor license request for the new ownership of Streets Tavern. There was discussion about T-7519 Proposed Zoning Text Amendments regarding Hotels/Places of Transient Accommodation, Car Washes, and Recreational Marijuana Facilities regarding the ongoing legislation in Columbus. T-7517 Apply for State Capital Improvement Grant for City Center Project also garnered considerable discussion. This is a matching grant up to $1 million. Council Member Justin Ring expressed concern about committing extra capital funds to the City Center Project. Mayor Glenn Broska suggested a recess to meet with the city staff to discuss the grant proposal. Simultaneously, council moved into executive session to discuss employment, hiring and pending litigation. The meeting reconvened after about 25 minutes. Both of the debated business items were sent to full council.
Special Finance Committee Meeting
Finance Assistant Kara Dolansky requested to move $500,000 from general to capital. Dolansky explained that additional payments budgeted for 2024 were moved to 2023, specifically citing an ODOT expense.
Regular Council Meeting
Economic Development Director Patrick O’Malia suggested moving grant monies in the amount of $35,000 earmarked for a demolition project into the senior fund as the demolition project has stalled. No action was taken, and O’Malia will draw up legislation.
Police Chief Patricia Wain reported on a successful Shop with a Cop event, and Fire Chief Rob Reinholz reported that on Nov. 20, EMTs responded to a call about a non-responsive 67-year-old man. The crew began life-saving efforts, and the man was admitted to the emergency room with a pulse; he was discharged to a nursing facility for further care and rehabilitation. Parks and Rec Director Greg Mytinger reported that Santa was scheduled to make over 300 stops Saturday, Dec. 17. In lieu of reindeer, Santa will be escorted on a city fire truck. Service Director Bill Miller reported the installation of new electric meters.
During the closed city staff meeting held during executive session, the city proposed amending the amount requested in T-7517 (State Capital Improvement Grant) from $1 million to $250,000. The amendment passed.
Legislation
Amended 2023 annual appropriations were adopted per the finance committee meeting:
– Five annual contracts were renewed.
– Council agreed to pursue an Ohio Department of Development Water Infrastructure Grant.
– Council adopted a resolution to go to bid for the City Center Amenities Package.
– The amended request to apply for the State Capital Improvement Grant was adopted.
– Council agreed to a contract with Weston Hurd, LLC. regarding labor relations matters.
No action was taken upon first reading of the aforementioned amendment concerning Hotels, Car Washes, and Recreational Marijuana. A motion Appointing and Confirming Department Heads received its second reading. There were no items scheduled for a third reading.
Mayor Broska praised Walmart and Dairy Queen for their respective participation in Shop with a Cop.
Michniak thanked the council for electing him. Council, in turn, congratulated Michniak and Hannan on their appointments as president and vice president of council, respectively.
A special council meeting is scheduled for 6 p.m. TODAY. A finance committee meeting will precede the regular council meeting at 7 p.m. Monday, Dec. 18.
