Zoning official Tori Walker presented sample resolutions that could allow the township to have an actionable solution for properties with junk vehicles, tall grass and trash and debris issues. Upon recommendation from zoning, a resolution for each property would be required with a deadline for compliance. A lien could be placed on the property if non-compliant. Hardship cases would be handled on a case by case basis.

Felicia Davies, member of the Zoning Commission, also brought concerns that crime and property devaluation near a local campground have been the cause of many complaints. It is operating illegally because it is open year round for 56 residents. The duration of stay at a campground is a maximum of 180 days; it should be closed December 1 through March 31.

She discussed the 93-acre property at the corner of state Route 44 and Bassett. The current zoning would allow commercial development and a neighbor is concerned. She thinks the zoning should be changed to R1. Not changing it could result in a spot zoning lawsuit. Current zoning is not congruent with adjacent properties. White asked if she would like the property rezoned, and the response was yes. To amend zoning, it must go to regional planning, then back to zoning and then to trustees for approval. Trustees questioned what the citizens of Randolph wanted. Some want growth to help the schools, and some would like a small condo development for those who will be downsizing.The trustees will vote with the wishes of the entire community in mind.

A new house bill that goes into effect April 3 will give more power to zoning boards.

BZA is slowly rewriting zoning resolutions.

East Manufacturing will again be purchasing hanging baskets; White will get a thank you sign.

Lampe reported the pavilion restroom has not begun construction yet, as they are waiting for more information on trusses for the permit.

Soccer and baseball contracts are awaiting signatures.

Cow Bingo for August or September fundraiser for soccer is in the works.

Reynolds reported a $50,000 grant from the state fire marshal for the purchase of new MARCS radios, which will become mandatory in 18 months. A motion to spend no more than $105,000 on the conversion will save $10,000-12,000 by doing it now. Motion approved.

White requested updates to the Senior Center restrooms. Lange will look into the cost of new self-flushing urinals.

Rodenbucher’s reconciliations and bank statements were approved, along with her request for appropriation for receipts and EFTs. White congratulated her on a job well done with fiscal responsibilities.

Zoning issued two agricultural permits, permits for township and Randolph parks and one
residential addition permit.

Payment of $2,000 approved for two paramedics to take a required anatomy class and
payment not to exceed $7,000 for firefighter’s turnout gear.
