Documenter Summary
Portage County Water Resources explained ongoing plans to allow certain properties in the township in the Timber Pointe Trail area to choose between connecting new builds to the county sewer or setting up their own septic tank. The School Lane property is nearly restored and will soon be the new home for several township departments. When work is complete, a public open house will be announced. Trustees anticipate this will be in March.
Trustees reassured the public that they have not approved the Portage Park District’s plans to expand the Hike and Bike Trail into Mantua right of ways. Many residents are concerned about their property and safety if this were to happen. A representative from the park district will be invited to a future meeting to provide an explanation.
Trustee John Festa is looking into what the Department of Government Efficiency’s (DOGE) order to pause American Rescue Plan Act dollars means for the township. He does not believe their funding is impacted because it has already been deposited into the bank.
Trustees are working on improving township communication with residents by looking into purchasing an outdoor sign, creating an email list and increasing the use of Facebook.

Fiscal Officer Report
The meeting began with the fiscal officer report by Julia Pemberton. The township has received updated paperwork to renew insurance, but they will be comparing other providers due to premium increases caused by the rise in property values. Pemberton also reported that the 2024 mileage for the township was 38.16.
Service Department
The service department reports that they received a new shipment of salt for the roads. Trustees say they hope it lasts until spring, given that several more ice storms are expected.
Zoning Board of Appeals
The trustees approved Joan Martin’s reappointment to chair the Zoning Board of Appeals for another 5 years. Martin reports that the board is currently working on several documents that outline their procedures to help property owners understand the appeal process. They are nearly finished with this project. She also mentions that the board will be electing officers at their next meeting.
Chamber of Commerce Report
Carole Pollard shared two upcoming events in Mantua. For “Galentine’s Day,” there will be horse drawn carriage rides available from 4-8pm. Customers board at Lulu Tru Boutique, Salon, and Spa. Tickets are $10 per person or $40 for a group.
The chamber will also be participating in a county-wide Chamber of Commerce meeting at the Kent State Innovation Hub on February 26.
Portage County Water Resources Report
Tia Rutledge explained the county is working on updating prescriptions for certain properties to allow developers to decide whether to connect their buildings to the county sewers or use septic tanks. Currently, much of the Timber Pointe Trail subdivision area is prescribed to connect to sewer only, but due to the high required costs of hiring a designer, EPA permits and tap-in fees, as well as the requirement to turn over ownership and operation of the lines to the county after construction, development in the area has been stifled. This only applies to new construction in the area. Current residents will not be assessed. The county commissioners and health department already signed off on this plan, and the trustees also signed a document agreeing. The form they signed says that they are aware of the planned changes.
Rutledge adds Water Resources would like to construct a water tower near the schools in the future. She says that the village does not have enough water supply and water pressure for fire protection. She adds that the water tower is also necessary because the reservoir is over 100 years old and would be very costly to fix if it failed. Matthew Benner also made plans to speak more with Rutledge in the future about getting more water supply to the township for business owners that need more water to expand their operations. He mentioned that one business did leave the area because of this limitation.
Trustee Reports- New Business
Civic Center Flooding Report
On January 26, township custodian Tim Bennett discovered the shut off valves of the pipes under the top floor sink had come apart and flooded the top floor, causing damage to the floor and ceiling. It was discovered that the heat was not reaching the pipes, which caused them to freeze. Trustees hired Servpro of South & East Stark County, as this was the first company available to provide restoration services and waiting would have caused further damage to the Civic Center. Benner disclosed that he is a subcontractor with Servpro’s parent company, Orion, but emphasized he did not benefit from the transaction. He recused himself from the discussion and voting on the matter to avoid any potential conflict of interest.
Servpro finished the current phase of restoration work on February 5 and the dumpster was removed from the Civic Center February 6. Bennett still has work to do cleaning up. In March, the Civic Center will be closed for repairs. If the quote comes out to at least $77,200, the township must let companies submit bids for the work for 30 days.
There are several groups that currently have the space rented for meetings. Bennett explained that all but one have been relocated to either the gym or township hall, and the remaining group will be fine to meet at the Civic Center in its current condition.
The trustees resolved to approve the contract with Servpro to perform demolition and restoration work on the building, though the work has already begun. The township submitted an insurance claim for the damage which was approved. No township funds will need to be used.
Town Hall Roof Replacement
The trustees passed a resolution to accept Barnes Roofing’s quote of $10,600 to repair the Mantua Township Town Hall roof. The Mantua Restoration Society proposed a donation of $7,000 toward the repair, if the township agreed to paint the exterior with latex-based paint, replace any siding with matching wood material and use traditional asphalt or fiberglass materials for the roof. The trustees agreed to these conditions. However, the Restoration Society also requested that their $7,000 check go directly to the contractor, which the trustees did not agree with because all funds the township receives must go into a fund before being dispersed for accounting purposes. The trustees said they understand if this changes the group’s ability to make the donation. Mark Hall of the Restoration Society said he would speak in more detail with the township at a later date to understand how money is tracked and find a possible solution.
Change of occupancy permit
John Festa has a meeting on Feb. 10 for a walk through of the property. The application has been extended due to a backlog in the Building Department.
School Lane Property
Festa explained the house purchased to be converted into offices will contain the Fiscal Officer, Zoning Inspector, Cemetery Sexton and possibly other offices. The building did have extensive water damage that impacted computer equipment, desks and papers. New desks were purchased, the computers do run but not very well, and the printer was moved to the School Lane Property.
The property will have office hours on Tuesdays and Thursdays from 10am-12pm for officials who need to use the printer. A public open house will be held some time in March when the work is completed. That date will be announced in the future.
Portage Park District Right of Way
Festa said the township will not approve the Hike and Bike Trail expansion on Mantua Township’s right of way. He says a representative from the park district will be invited to a future meeting to discuss why they are already advertising Mantua on the Hike and Bike Trail. A resident added that a neighborhood meeting was held where many people shared concerns like the trail requiring them to move fences on their property. This neighborhood group is working on a resolution regarding the trail that they will bring to the trustees soon.
Festa reiterated that the Board of Trustees is not against the Portage Park District as a whole; they are just not in favor of the trail expanding to Mantua’s right of ways for resident safety.
Winter Conference
Festa attended a conference from the Ohio Township Association to learn more about how townships operate. He said the conference went very well, and he learned a lot, including about right of ways, speed limits, protocols to reduce legal action on zoning departments and cemetery management.
Amazon Business
Festa explained that since all townships receive a free Amazon Business account, Mantua will soon be giving access to such an account to their employees. All purchases will go through Fiscal Officer Pemberton. This will save the township on both the cost of an Amazon subscription, which ranges from $100-$400, but also shipping costs.
Old Business
American Rescue Plan Act (ARPA) Funding
Festa mentioned that the American Rescue Plan funding has been paused by Elon Musk’s Department of Government Efficiency (DOGE), however, he does not believe this will affect the township because the funds have already been dispersed and are in the township account. Trustees will continue to monitor decisions from Washington that may have an impact on township business.
The trustees will set up a special meeting on February 18 to perform employee reviews.
Festa said the township is still looking for an outdoor sign board to communicate information with residents.
Festa also discussed upcoming purchases of granite countertops and columbariums for the township. The columbariums have a potential for 220% profit due to an increased interest from the public in less traditional burials.
Roads
Festa began by saying that road maintenance is expensive and the costs are increasing, especially because of the increased number of trash-hauling vehicles from different companies on the road. At this time, the township does not want to increase the tax levies for roads, but more money or a solution to lower maintenance expenses is needed.
Festa talked to Waste Management about having a single carrier for municipalities. This is an option, but people were upset when it was tried previously. Festa said he also asked the developments if they can agree on a single carrier to reduce the number of heavy duty vehicles on the roads.
Festa emphasized again that the trustees do not want to raise taxes, but it is possible in the future. He says the township is not close to making a decision yet.
The 30% increase in property taxes may result in more money coming into the township’s general fund, which can be used for road work due to a new Ohio law. This will be looked into.
Zoning Inspector Report- Rich Gano
Zoning Inspector provided an update on a property owner that restored a barn and is interested in constructing a house on the lot. Another property owner is requesting the trustees to vacate a portion of a road because people are coming to do burnouts and donuts. Trustees and Zoning Inspector will look into this more by visiting the site and speaking to the property owner. Gano said he would deliver a list of other things happening to the trustees.
Township Dinner will be held February 15 at Waterloo School. The new prosecutor will be at the dinner.
Public Comment
Hall announced Mantua Restoration Society 2nd Friday dinner is on February 15 from 4-7pm. He also asked if public notices will be distributed through an email list. Festa said this is being worked on.

That will be staged at Lulu shoes, which is former manaway grain and there, I think they have have, like, a ticket they’re doing, they’re doing something that you can get your sort of get your tickets In town and promote that to the United States dinner. Around town. Oh yeah, I would guess this is a guess. I have no idea. Start and go to the right on Prospect Street and pick up high street and come around, that would be, you know, that would be logical, and that would also be a minimum of time on Main Street if they do it that way. I mean, if I were trying to carry, yeah, that’s how, yeah, I wouldn’t, I wouldn’t. I I would avoid Main Street. And the other thing is that on, I think, the 26th county wide Chamber of Commerce meeting, you know, all the chambers and they are going to make a trip to the Kent State University Innovation Hub, which has a lot of services and that sort of thing available to everyone, really. And. I and another organization that I am in is going to visit that, and it’s Ken is doing some really interesting things. They have that heating plan, which just looked like a dinosaur. 70s with a clean water plan. Count. Plan came out. That’s where this all comes from, and that there was a lot of federal money to build wastewater treatment plants. And I know you’re familiar with a few, like streets were about their first one. I believe Fish Creek got built. And I think our Franklin Hill was built a developer, but that’s how a lot of the wastewater treatment plants were constructed in the area. So with that came facility planning areas. So each wastewater treatment

has an area around it, and it’s at a boundary. So it’s a lot to explain, but I’m going to try to be brief. So within this, within every within the county, each parcel, is given a prescription of whether it’s allowed to do septic, or is it wastewater only to a wastewater treatment plant only. And then in some cases we we will place with no prescriptions, which means test available technology, because we don’t have a facility in the area to even if I prescribe, this has to go to public sewer, and there’s nothing there. It kind of just makes the lead, the land not buildable because there’s nothing in the area, or it’s not economically feasible because there’s no facilities in the area. So in this circumstance, in this is the man away facilities planning area. This actually goes to the manna, the. Lincoln manaway wastewater treatment plan. So on the outer map of the package I sent, kind of shows me the whole blow up of the facility planning area and what all the building wastewater treatment plant takes. So we take some from the area and the lower meadows that had the filling and we had the violation, so that all gets pumped down this way, and then it goes to Mayo wastewaters and heads south to the wastewater treatment plant. In this particular case, the timber timber Timber Creek or timber run, I forget the name the subdivision, timber, yeah, timber, timber, timber. Well, guess what? That was all subdivided in the 1990s before Hannah corner sewer was put in. So it was subdivided in these days, we would now allow that subdivision to split up like that without the infrastructure in place to connect to sewer. However, when they put the new sewer system and they didn’t sewer timber, point, timber, three, timber run, they didn’t sewer it, but some people are connected to the sewer. They installed their own force means and things to get to the sewer. So the prescriptions for the subdivision were all wrong, because if you look at the current map, this yellow. It says it’s sewer therapy, and it’s really not, and the orange is to be Seward. Now, Orange means, if somebody comes and wants to put a septic system, the health department is going to say, No, you have to build the sewer which lots of times, that’s not economically feasible. So as a county, we’re trying to get rid of the orange and make everything green, because green is a color that makes it septic or silver. So it gives options. We can look at the soils and really figure out what’s going on before we say you have to do this, or you have you can’t do this. So because these prescriptions are yellow, we’ve made these lots unbuildable, because nobody can afford to put the sewer to get to these lots. So when I started looking at the history of it all, and how we got to where we are and the prescriptions being wrong, I went forward with an amendment to the two Lake map, which makes these this area green. Now this one’s already connected, and the sewage right here. So these two lots clusters criteria with the health department, like, if it’s within 200 or 400 feet, they have to connect. So I don’t get a choice on that. I have to follow a lot and and Ohio EPA does the commercial septic systems. And these are commercial, so they won’t give that person a septic permit, so they’re building the sewer if they want to build that lot. So the reason why changing these prescriptions is so that we can start allowing developers to come in and and build on these lots, because we’ve held that they’ve had to build the sewer, and we’ve stifled the development of this particular subdivision. And so now I’m trying to correct that. Could you

so if somebody here wants to build the sewer to connect, they have to hire a designer. They have to design it to the way we want it. And then they have to hire someone. They have to pay for the Ohio EPA permits, and they have to pay the tap in fees, and then they turn it over to the county, and we own it, operate it and take care of it forever. Now, it used to be, prior to some Pinky stuff and another adjacent county that we could allow someone to build the sewer and collect tap, collect front footage for them. So if somebody wanted to build this entire sewer, I could, I could collect the money for all those people for that money, but it’s against the law. Some federal judge, or not, federal state judge said we can’t do it anymore. So it’s, it’s really stifled the extensions of sewer, because we are either expecting a good. To keep homeowners to get together and build the sewer together, or we have to wait to Ohio EPA issues in Nov and then we put it on everyone’s taxes. Or the sewer doesn’t get built so people walk away from it because they’ll find something that the sewer is closer to, right? So what I’m trying to do is improve the township. It just so happened and one guy came in, and I’m like, Oh my gosh, this is wrong, so I’m trying to fix it. The partial that he’s trying to develop is number five, which is roughly 800 feet away from the sewer. That’s expensive,

And then we have county recycle and our roads to just it’s not it’s it’s making our roads harder and harder to maintain. We do do a good job of maintaining the roads, but without more money. We tried this 1011, 12 years ago, people were upset and why we don’t tell us who we need to go. I said, we’re not trying to do that. I’ve, I’ve approached our developments and asked them to be a little bit more proactive and see if they can get all their people together and get one one carrier that’s not working very good.
